Not sure what this means.  It sure looks like Pat Bates will not push for CCW issuance based on personal protection.  She hopes the Sheriff will issue based on “unique circumstances”?  Does our arbitrary & capricious Sheriff have time for all that soothsaying when she doesn’t even have time to read John Lott’s “More Guns, Less Crime” or any of his other works?  (Sheriff admitted this to me at January GAC meeting.)

After much debate, it is my hope the Sheriff will develop a CCW policy that truly recognizes the unique circumstances of each individual and their right to provide for self-defense in light of those unique circumstances. 

Obviously, the only way to address unique circumstances is with shall-issue, either de jure shall-issue or de facto shall-issue.  I hope this is what Pat Bates means, but I don’t think so.
